Hi, I’m Anne.
I’m the founder and CEO of Ascend Consulting DC and the Interparliamentary Taskforce on Human Trafficking, a Capitol Hill alum, an international legislative convener, and author of How Power Moves.
For more than a decade, I’ve worked inside the rooms where power actually moves, from Capitol Hill to international legislatures to corporate boardrooms. I’ve built coalitions across Congress and foreign governments, shaped federal, state, and international policy, and helped leaders break into arenas most people find impenetrable.
Along the way, I learned that influence isn’t just about titles or connections. It’s a set of skills: how to connect, how to persuade, and how to ask for what you want – and get it. Those skills work just as well in a boardroom or on a team as they do in the halls of Congress.

How It Started
Anne’s start in politics was almost an accident, an internship with a U.S. Senator taken mostly for the college credit. She was barely twenty-one when she found herself in the same room as the Chief of Staff to the President, a Prime Minister of a powerful nation, and officials she’d only previously seen in headlines.
From that seat, she watched closely: who walked out of a meeting with what they came for, and who walked out with nothing. Who got the follow-up call returned. Who could actually move a decision-maker, versus who could only inform one. What separated the two groups was rarely wealth or title, it was how they communicated, the relationships they’d already built, and how well they understood the person across the table.
She saw this firsthand early in her career with the Crime Victims’ Rights Act, legislation that reshaped protections for crime victims. It passed because advocates and survivors showed up again and again, backed by relationships built long before anyone knew they’d need them. That experience taught Anne how influence for good actually works.
Watching the Law Grow Up
About fifteen years later, Anne returned to that same story from a different angle, as Senior Advisor at the Office for Victims of Crime, the federal office responsible for funding, supporting, and building capacity around those rights. She saw how the law was actually being carried out, which meant seeing the distance between what legislation promises on paper and what it delivers in practice.
She traveled the country meeting with government leaders, nonprofit CEOs, and survivors themselves, in roundtables, offices, and the shelters where they lived and worked. A pattern kept repeating: the people doing the most urgent work were often the least equipped to navigate the systems meant to help them. Organizations with the most effective missions sometimes had the least access. People with the most powerful stories had no way to get them in front of someone who could act.
Building Ascend Consulting DC
That gap led Anne to found Ascend Consulting DC, a firm that helps mission-driven leaders get their story in front of the right people, through grants and government relations, led by someone who has worked inside the building. Her understanding of how grants get written and selected, and the unwritten culture of Congress and federal agencies, comes from living inside both worlds.
Ascend brought together everything Anne had learned: years in Congress, a global advocacy career, and a senior federal post inside one of the government’s largest grant-making agencies. Around the same time, she also founded the Interparliamentary Taskforce on Human Trafficking, the first coalition of lawmakers from more than thirty nations working jointly to stop the fastest-growing criminal enterprise in the world. They were the first organization to host a global policy summit on human trafficking, with more than 60 nations participating.
A Compressed Laboratory in Influence
Anne’s core belief: government advocacy isn’t a tool reserved for the powerful, it’s one of the few truly democratic instruments available, open to anyone willing to build a strong case, invest in relationships, and ask at the right moment. It may be the most compressed, highest-stakes influence laboratory that exists.
Her work is built on the idea that most people already have more power to change their company, their community, and their world than they realize. What’s usually missing isn’t courage, but a map: what influence looks like in motion, what to say and when, and how to keep a conversation alive until the timing lines up.
